You are here: Home / Weekly Round Up: Bird’s Eye View into California Counties and Cities Permitting Commercial Cannabis Activity
February 04, 2019

As commercial cannabis regulations settle and localities and operators gear up towards final steps for compliance, heavy activity can be seen regarding application submission, approval, and compliance.

Carson, CA

The City of Carson’s submission window has closed for commercial cannabis permit applications.

More information can be accessed on the City’s website.

Vista, CA

The City of Vista is in litigation. Four (4) complaints have been filed in Superior Court where applicants are seeking to invalidate the City’s “unbiased” process for receiving application and the change in the order of priority for applicants.

Each complaint is seeking that the City recognize their place on the priority list based on their asserted position on a list that was privately compiled by the plaintiffs. The list has not yet been made public.

One hearing has been scheduled for February 15, 2019 for the Manual Migueles Collective vs. City of Vista. If the injunction is granted, the City may:

  • Change the position of other existing applicants on the priority list
  • The application process would be suspended indefinitely while trials and appeals are being conducted
  • The entire submission process would be restarted at a future date

The City will update information on their website as the cases progress.

Riverside County, CA

Riverside County has begun accepting pre-registration forms for commercial cannabis cultivators, retailers, and microbusinesses. Forms can only be submitted via email, to CannPlanning@rivco.org, until February 15, 2019. More information can be accessed on the County’s website.

Bureau of Cannabis Control (BCC)

The BCC has released guidelines for commercial cannabis laboratory reporting and testing that can be accessed on their website.

As the cannabis industry sees more stability in regulations, operators are honing in on processes and procedures to maintain compliance, as well as training to ensure that employees are capable of conducting business that meets local and state regulations.
